Hi jumap, this is actually a rear entry to a patio adjacent to the driveway. The upper windows are called transom windows and in this case they are all fixed. They allow for more light by extending the glass up to the higher ceilings. If the lower windows were larger they would look out of proportion. I think they add character and articulation to a facade. Operable transoms are also available and can assist ventilation.
