When you say "Do we paint the paneling as well as the other side - the rails etc." what exactly do you mean by 'the other side"? Are you referring to the underside of the stairwell? If so, I would leave that element. If you paint the panelling just be sure to give it a sanding before doing anything. I just had the wood trim in my place painted (just baseboards, not panelling like this) and I was told that it didn't need to be sanded first. Boy, do I regret it - there are spots that are flaking off already, and it was a good quality paint and primer used. In your case, I would paint the panelling but not the banister and stair rails unless you are also planing on painting all of the wood trim upstairs. Doing the panelling will leave you with the lighter, fresher look, while still looking classic with the wood stair rails. Also, it looks like you have the wood panelling in the hallway/entry way leading to the stairs - I think you need to have a consistent treatment for both areas so would paint this as well.

I'd like to suggest that the most important thing here is more about who is using the room. If It's a child's bedroom use lovely children's curtains - there's so much around and any pattern could pick up the wall and floor colours. If a guest room and not used often I'd suggest a beautiful velvet or good quality Linen and forbid the little ones from going in to that room!!!!!! alternately a blind attached at floor level could be raised or lowered so the view is still there but with privacy from waist height perhaps. Don't use the wall faucet variety, UNLESS you want to purchase a new top for the vanity. Or return the vanity. Pretty simple. The round hole was meant to have a faucet. Not a "cover" which may also allow water down under, which may also ruin the vanity as there will be no containing water lines beneath the little hole. Bad idea,

Joanna Gains style is fun! What you choose for lighting and surfaces will determine the amount of reflective light in your stairway. The Architect is right in what he is suggesting "a decorative wall" could bring more light into the space. I believe you could apply this on principle....for example you could do a feature "Architectural Mirror"or lots of mirrors on the wall in the right position to reflect light in "Joanna Gain style" then in the same style add an eye catching pendant or wall lights depending on what is best functionally. Remember what you use on the ceiling & walls is important too every surface counts for your situation. Try a satin finish with a cool white like Dulux "St Clair Quarter" or Resene "Black White" Maybe Nancy's suggestions of a skylight is an option for your situation if it allows ?
