Remove aggregated concrete

I have aggregated concrete in my alfresco and pergola area. Good to look at but is a nightmare and a safety hazard for a young toddler. Can someone advise what is the best/cheapest way to get rid of it ?

Options:

1) Grinding

2) Decking - The concrete is already at a considerable height so can't really put decking on top of this. Also people have advised me that there will be water seepage, which will cause issues down the line, if the surface below decking is concrete.

3) epoxy layer - Not sure if this will reduce the roughness of aggregated concrete as the pebbles seem to be protruding a lot.
