ruler, pencil and paper is the best place to start as the basic CAD programs only produce a neat looking plan but won't tell you the best size and shapes to draw
I 'rough' design on graph paper, 2mm squares work well for a 50:1 scale for an average size house or 100:1 scale for larger house / building project. I find the A4 pad size works better than the larger poster size sheets.
I'm just learning / using Live Home 3D to get the 3D look of projects. Early days but it was only $29.95 for the full 'pro' version.
I tried Sketch Up but found it too confusing "drawing" in 3D. Live Home 3D you "draw' in 2D and the software converts to 3D. You can try both for free.
