How much of an issue is damp?

We've been looking at older brick homes to buy (1920s or so builds), and most seem to have damp issues. A b&p inspector told us we can fix this relatively easily, by installing fans/etc subfloor, and some other things all of which would come to 5k-ish all up.
Is it really so easy to fix damp issues? Or should we avoid any homes with damp issues entirely?
