Looking for indicative costs for a garage and flat build please?

Hey, I am looking at a build on the front of our section in Wellington. Have already spoken to WCC and they have indicated we will need resource and building consent, but what we are looking to do is feasible within the local plans etc. So costs? Am after indication only. Am thinking the breakdown could include:
Council building and resource consent
Architecture
Retaining wall (inc Engineer, architect and build) - 4m H x 5m D x 10m L
Demolition - existing concrete garage and room above
Excavation - 2-4m slope (height), 5m depth and 5m length.
Twin garage build (concrete) - std
Flat above garage (approx 5mx10m) - 2 bedroom, std fitting
Utilities - sewage/ drains, water and electric
Does anyone have a view of rough/ ball park costs please? We are trying to budget to see if its even feasible. Also what major tasks am I missing?
Help/ direction appreciated.
BTW when I ask builders I get a sqm cost rate..no idea what this includes/ excludes. They seem reluctant to go into any sort of breakdown.
