I doubt paint or plaster would successfully bond -- and it will almost certainly look tacky too .
Remove the whole thing and get a builder to redo it , except it really needs to be round or it will look funny , so bigger $$$$ .
the other option is to hide it a bit -- maybe build a planter box say 450mm tall ( plastered ? ) and then pot plants , so you are hiding the bottom 800 or so . You'd then have to do the same on the other side , or see the entire thing .
Maybe an artwork would help , some wallpaper might stick , but I suspect either spend the several thousand and replace , or live with it .
