Resolving insulation problems in 50s brick veneer house

We have been trying to improve the insulation in our 50s brick veneer house - we had the ceiling and floor insulated with batts and then blow-in insulation put in the walls - however, the improvements didn't achieve the thermal improvements we expected. I hired a thermal camera and it was clear we had a problem at the tops of our walls.

In the meantime, I uncovered a photo of a wall in the kitchen with the plaster off from a renovation 10 years ago.

This shows the brick wall stopping short of the ceiling so it is directly connected with the eaves which have vents over every window. The roof is now corrugated iron with an insulation blanket of some sort but I am assuming the walls in each room connect with the eaves which are not insulated.

I would love to hear ideas on the best way to resolve this issue.

consult insulations specialists for specific advice but i wonder if the top of the wall plus the eaves need higher rated insulation to compensate for the lack of brick iin the gap
