Nz is playing catch up to its housing issues. How long it will take is anyone's guess. Lovely examples in this article.

'a laissez-faire attitude to planning over several decades has resulted in suburban sprawl, and the city has now run out of land.'

You couldn't be more wrong with this statement. The very reason we have a housing crisis is because of restrictions in land use, both up and out, causing supply restrictions, thus higher costs than need be.

Whether you wish to live in higher density should NOT be driven by cost, but because it suits your lifestyle, otherwise you are agreeing that if cost was not an issue, people would prefer larger properties.

The examples you give are all fantastic examples of why you would chose higher density, but none of them would meet the definition of affordable housing.
