Does the entire floor need to be raised to get a curbless shower syste

We are getting our bathroom renovated and our contractor tells us that he will have to raise the entire bathroom by 15-35mm to get a curbless shower in. I have seen curbless shower systems being used without raising the floor of the bathroom. Is this something which complies with Australian Standards and if so where can I find these systems? Also, we do not have any underfloor heating as such. Can I still get same level for bathroom and shower with rest of the house?
