Baltic pine flooring

Hi everyone
We are redoing the flooring and so far I haven't been very impressed with our flooring guys. They replaced some boards and damaged the tongue and groove in each and as really I've got a gap that is filled with putty.
They've sanded the floor but I found the is still colour on it. They explained that it is because when it was vanished years ago and it was applied without a primer and therefore they can't get any more off. Is this true? Should I insist they keep sanding more off?
