I first read that as wanting to enhance the view of it from the dining room, but then realised you might mean it is intended to be an outdoor dining area.
Which way does it face and what is your climate? It looks like it could be a very hot unwelcoming space. It looks like it could use some privacy too.
Thank you for your response. My daughter has just bought this house. The shed has to stay but I think it needs painting. Also pressure washing. The dining area looks out onto this space so yes definitely plants. Privacy isn’t an issue. Not sure if what direction it faces,
Perfect! Will be a lovely place to sit. Install lots of planters, rectangle or round which will enable lots of plants. Disguise the shed with wooden slats or place rectangle planters with bamboo growing in them, in front of the shed for screening. An outdoor setting, an large umbrella for shade when required. Here a just a few inspiration photos. Use the entire wall for slat screening and hanging pots on the slats etc etc. in needs to look less like a jail exercise yard and more like a secret courtyard garden.
How wide is the ledge? It will need a watering system but some trailing plants like an acacia would add some greenery. I’d also consider if you can removing a section of paving to have space for planting. Or consider pots or vertical gardens.

I did wonder about drainage, with so much hardscaping, and how that might be affected with the addition of plantings and watering systems, something to keep in mind.
Start with painting the timber fence and shed same colour as top neighbours fence. Then add slats to shed. Need to paint it first to stop then tin shining through. Could clad it with brush if need to keep costs down and upgrade later. If you can dig som e pavers up to get some earth to plant into.
