Hello giselleslater, if you have a Timber Frame window that has rotted and needs replacing, then you need to contact a local Joinery Manufacturer to make you a new window frame to match. Try searching locally for "Timber Window Joinery". Most Joinery businesses will also offer an Installation service and Glazing.
If your timber window frame is just in poor condition but not rotten, then it may be possible to strip it back, fill and sand the timber and then refinish it without having to replace it. Either way these are generally not "small jobs" and will require skilled trades-persons where this will not be a cheap exercise.
