Penstemon heteropyllus 'Margarita BOP', California native with luminous blue/lavendar flowers, is pretty deer resistant if sprayed with 'Liquid Fence' deer repellant when initially planted. Possibility for front area. Other options (also spray initially) are Correa 'Carmine Bells' and Correa 'Wyn's Wonder' which is variegated. The last two are not cali natives.
