"Flat roofs" are never really flat. They are typically comprised of a plywood roof deck covered in tapered rigid insulation, and then covered by a membrane (EPDM, TPO, or PVC). The tapered insulation (1/4"/foot) directs the water to either drains or gutters. There is no need for ice melt, and flat roofs are actually intended to hold snow, as snow is a good insulator.
