This was a renovation project. There will be a lot of information in the drawings about structural revisions and changes that wouldn't apply to a ground up build. If you have a good builder they would likely be able to make sense of it all, but we would not be revising the drawings without additional fee - and I can't guarantee they would give you everything you need. I think $3,500 sounds like a fair going rate these days.
