lovely job! pruning question

I planted 15 pleached Fairy Cream Magnolia last year to hide a fence and hopefully to grow to hedge height to help obscure the roof line of the house on the other side of said fence! They are growing taller but are petering out at the top. Should they be topped to encourage side growth to close the meter gap? Should their lower branches ever be pruned? Thanks in advance!
