How do I/who can fix the base of this wardrobe?

Sorry for the long winded question. Disclaimer - I don't know much about carpentry, building etc. I think this question is more of a who can fix this rather than how do I fix this. It's probably out of reach for me.
Anyway, the back story is we bought this house 5 years ago. The base of the wardrobe was sagging a bit. After a year or 2 I asked someone to fix it. I came home from work and the tradie tells me he done a "quick fix" because when he ripped up the floor of the wardrobe there was no base there. He said it's just bare rock. So it was never installed properly in the first place. He used the plywood as a temporary fix. The plywood seemed to get a little bit wet earlier this year with the heavy rain in Sydney (it wasn't flooded or anything but some water seemed to run under the house and the plywood soaked some of it up.
What would be involved in fixing this properly and who can do it? I guess a concrete base would need to be poured and some waterproofing?
