the moss in the picture is called Irish Moss (Sagina subulata) and is available at most nurseries. It needs quite a bit of sun, and a site with good drainage to do well but when planted en masse like in the picture it spreads out nicely. The little mounds are formed by planting the moss from 4" pots and the moss grows out from the initial location of planting.
