You have done a beautiful job of tucking plants into the crevices of your retaining walls. Your house trim color is perfect -- just slightly lighter in hue than the retaining wall blocks. First I would paint the big, flat gray wall slightly lighter than the blocks and slightly darker than the house trim. The concrete walk and stairs I would stain a mottled blend of the blocks and the house trim colors. Next would be to paint the railing black or the house body color. Now, think of the following as creating a light, airy trellise structure from the walk-level face of the (currently gray) wall to about 7' above the top of the wall (using 6x6" posts attached to the wall) with a corresponding line of posts sunk into the terrace level 2' in from the outside edge of the wall-attached posts. The inside posts would be about 6-8" higher than the outside posts. Put 4x4" wood to attach the outside line of posts to each other and do the same with the inside line of posts. Run wood pieces at the top of the two lines of posts from the inside line to the outside line at about a 45 degree angle. They would be cantilevered up at the terrace level. Across the top of the angled pieces create your top trellise boards which run parallel to the two lines of posts. OK. There you have your basic structure. You might want to extend the structure around to follow the street side of the terrace. You could then follow the suggestion of reom10 above about creating a bench-planter on the terrace side. Your spacing of the boards parallel to the gray wall and attached to the outside posts would determine how private you wanted your terrace to be. You might want to soften the terrace "floor" by using something irregular like flagstone with groundcover plantings between the stones. From the latticework on top of your structure you could hang seasonal flower baskets. Plant vines to go up the trellis and spill down the wall. How about planting a row of tall, narrow shrubs along the neighbor's fence above your terrace to help add to your privacy and make your yard feel less 'structured'? Or, how about patio table/s with umbrellas to block your neighbor's view? Anyway, you have a fun project ahead of you.

Congrats on your new home! The entry would look up to date if you lined the underside of the porch, that white wall, and the outside of the glass wall with spaced horizontal battens. ModWood or EzyWood or something similar. You could put the hanging planters on the white wall battens and they would really brighten the entry. You could also replace the spotlight with something more elegant.

Are you standing in a rowboat when taking the picture? Lots of humidity, I guess. Try this in your minds eye: A tall shrub at each deck column below, so the wheelbarrow and dogs and kids can still go beddiebye between them, and continue along the foundation walls as well. You can mix the different plants, but if you choose to, I would suggest 3-5 of the same before introducing another. The lilac, of course, will be the most fragrant; and the shadblow the earliest to bloom. Lilac (Syringa), Shadblow (Amelanchier), Crape Myrtle (be careful when selecting these just by color, as some have a mature height of 2' and others have a mature height of 20') and the Crape Myrtle do not do well up north, if you are on the coast of Maine. Underplant these beauties with groundcover (a flagstone path for the wheelbarrow access) and low flowering shrubs or tall grasses will add nice color and texture for all the passing boatmen to view and smile and wave to you ON DECK above. Ask at the auto supply store if there is a product to wipe onto your railing to prevent fogging of your "wind shield". I would clean up first. Especially the stuff growing in the paving. Then get gardening with pot plants and start experimenting with different plants and the positions. See what you like and if you can keep it alive! Our house has the sun setting over the back fence and we've done a few inexpensive things to reduce that issue (most expensive were outdoor blinds around the verandah) but for most of the year we just don't want to be out there. It is hard work to keep the plants going in summer, there is a lot of sand due to the difficulty in keeping lawn alive and it is just bloody hot. So, that's why I'm saying clean up, start gardening small and see how you go before committing to structures that might not address the real issues you have with the yard. Just my 2 cents! :)
