Hi definitely remove the x bars on the deck balustrade. Landscape close to the house so it grounds the house. Trees will make it look less bare. Chose some that work for your area, that are evergreen, and are not going to grow really big. With a really plain house - dark colors will make it look better. Dark Grey, or black with a warm tone so it doesn't have a blue undertone in it. Make sure it is a warm grey or black. Use green foliage around it. Paint out the pergola in the dark grey too or white if you want a different look. Fill in the balustrade where the x is removed with plants in front of those areas. Grow a vine up the pergola that is nice.

Are you standing in a rowboat when taking the picture? Lots of humidity, I guess. Try this in your minds eye: A tall shrub at each deck column below, so the wheelbarrow and dogs and kids can still go beddiebye between them, and continue along the foundation walls as well. You can mix the different plants, but if you choose to, I would suggest 3-5 of the same before introducing another. The lilac, of course, will be the most fragrant; and the shadblow the earliest to bloom. Lilac (Syringa), Shadblow (Amelanchier), Crape Myrtle (be careful when selecting these just by color, as some have a mature height of 2' and others have a mature height of 20') and the Crape Myrtle do not do well up north, if you are on the coast of Maine. Underplant these beauties with groundcover (a flagstone path for the wheelbarrow access) and low flowering shrubs or tall grasses will add nice color and texture for all the passing boatmen to view and smile and wave to you ON DECK above. Ask at the auto supply store if there is a product to wipe onto your railing to prevent fogging of your "wind shield". I agree with havingfun, thicken the supports and have something growing trailing up them. I didn't even notice there was a pergola until the close up. Right now it blends in too well with the house color, consider painting it a different color. Sweeping steps could work, because this will make the sweep of the driveway work as part of the visual welcome to your home. It will also give them a bit more presence. The current steps look quite small and abrupt, so do not invite you in. The fence creates quite a barrier there. It shuts off the access to your home visually, and is very harsh. If you really need a fence there, can you make it at least partly permeable to at least have some sense of there being somewhere to go? A front entrance needs to lead you in and it presently leads to the drive then stops very suddenly. A horizontally slatted fence could work with the current balcony balustrade and help to update it while keeping its character. If the fence could be behind the steps and the front door, as well as being semi permeable, it would be even more welcoming. Some plantings will also help to soften all the hard surfacing.
