Wondering if anyone else put there has been required by their local council to upgrade the road leading to their property as a condition of their planning permit?
Planning permits in Victoria can include roadworks. Have a chat with a local town planner to see if what is being required is reasonable in your circumstance. Rules may differ by state and territory. It must be equitable
even without council encouragement it makes life so much easier if your access roads are maintained in good condition and for us the the first job when preparing a home site on acreage was to include an all weather road and generous parking and turning area close to the home site to make space for concrete trucks, tradies vehicles and later guests' cars ..you will also need to grade a level house site and area for water tanks etc and maybe the roadworks can be done at the same time to avoid having to transport earthmoving machinery more than once
Here in New Zealand , it is a requirement of a developer or similar before new titles are issued ( if dividing up existing land / doing a subdision / etc . The council looks at existing services ( ranging from sewerage to footpaths , increased traffic even street lights , etc ) and what needs to be upgraded . Councils will give a price , or you can get private contractors but they need to be inspected .
You don't pay for existing roads , but you do have to pay to connect to the sewerage and stormwater , etc ( existing users have paid over the years through rates , so its not considered fair someone puts in 1000 sections or a huge factory , and makes immediate use .
Someone wanting a 1000 section subdivision oer a mall may have to pay for roundabouts or traffic lights and islands and pedestrian crossings and cycle lanes , whilst someone selling the back half of a large section 'simply' pays for a new kerb and entrance and money towards connecting to sewerage and water etc .
Not quite the same as your case , but the reasoning seems similar .
What is your planning approval for? I.e, two site subdivision, ten site development etc? The conditions or contributions required should be in balance with the scale of the development and relevant to the current surrounding conditions. Speak with the planner that prepared your application or seek the advice of one if you did your own. There will be a time limit for you to lodge an appeal.
