Ceiling height in this kitchen is only 7'-6" tall. The window is approximately 24" tall and the upper cabinets are 21" tall. The client and the architect worked hand in hand to maximize the cabinetry within this fairly compact kitchen. To open the room a wall was removed (where the peninsula exist currently) and the stove wall did not receive closed in cabinetry. These two decisions opened the room tremendously, however that minimized cabinetry storage. Thus, cabinetry above the window was desired. To answer your final question the windows do not operate as pass through windows. These are awning windows.
