Well, for lack of a better idea, since you find it a drafty little space. I'm assuming the draft comes in on the right? Most of the necessities in the area are located of the left side; i.e. vent, thermostat, light switch etc. What I would do I think is caulk up the drafty spots, maybe even add sized poster board wrapped in batting I covered in a gorgeous fuscia with diagonal grosgrain ribbons every which way covered with a heavy velvet to be attached to the area above & below the window. (Of course remove the drapes that are hanging in there). This for the purpose of using it as a pin-it board for notes. Attach a table height board covered in felt to carry across the full width of the little room. Leaving just enough space for a comfortable little antique desk chair. Paint the back wall a bright cobalt blue, paint the ceiling a silvery pearlescent white. Find a way to attach a clip-on task lamp. And stretch a heavy duty enough wire across the top of the opening and complete it with a heavy doubled velvet drape with a drooping valance. Place a swag with fringe & jewels on it to be closed when not in use. Voila intrigue is yours!

Well that is an interesting picture. I can assure you that hanging wall gardens are all the rage and that is a great idea but they can also be high maintenance if exposed to high winds / sunshine etc. I have seen some lovely fake ones that would do just as well. You could also have a few pots with additional greenery. As you say your view is not "great" maybe you can have a creeper in one of the pots that can weave its way through the railing. I probably wouldn't go for one big chair as it could dominate the entire space. I would consider a table with a couple of fold-able chairs .... something that is comfortable, inviting if you have friends over but can be placed in a corner if you just want to open up the space. I do not think you need a carpet and but maybe some fancy outdoor tiles will look just as nice. You want it to be easy care and weather proof. Do you need or wish to incorporate a washing line? A pull out one from a wall will be perfect that way you can retract it back when you are not using it. If you deck gets too much sun, you may want to consider some shade shutters. Possible suggestions if sticking to same floor plan and hands firmly glued to the budget Leave the stove where it is. Down the side of the stove securely attach slimline fireproof panelling to the height of the oven's back control panel and the depth of the oven. Floor to ceiling if you prefer then if you wanted to you could change out the door itself, that is put the door handle to the right of the door so it swings back flush with the fireproof panelling. Put the dishwasher under the stainless steel bench top left of the sink. Take all the cabinetry out where the dishwasher is currently housed place the fridge in the centre of that wall building functional cabinetry around it. Get rid of the cupboard at the end of the stainless steel bench replace it with a wheeled butchers block the same width and depth of bench also have hinged sides so you can get extra useable bench top surfacing. You could then wheel it around include brakes on it of course so little hands don't go racing around with it.
