Covering seams on walls

Hi everyone, im a first time home owner so learning lots in this community! I want to paint a wall in my apartment with a textured paint - however there is a vertical seam or joint (?) running from floor to ceiling in my living room. I think the walls are concrete, but could also be brick - not 100% sure. Is it OK to cover this and smooth out the seam so the wall is flat and paintable or would this need to always remain? What kind of tradesperson would be able to help with this - a builder, or would it be a plasterer/gyprocker? Many thanks in advance
